(a) In areas where parking meter use has been discontinued by executive order, parking limits shall be for a period of two hours, 9:00 a.m. to 5:00 p.m., Monday through Saturday, except holidays recognized by the City. Vehicles shall be moved from the parking space within two hours if parked in such areas at such times.
Other limits and restrictions may be established by the City Administrator for specific purposes if the area is clearly signed or posted as to the limits and restrictions.
Parking spaces shall be identified by painted stripe lines perpendicular to the curb line and extending a distance toward the center of the right of way as determined by the City Administrator. (Ord. 85-72. Passed 9-16-85.)
(b) After parking limits have been established, any member of the police force or any employee designated by the Mayor shall be empowered to mark by chalk or equivalent material, the tire of any vehicle parked within a space on designated streets or parking lots.
Such police officer or designated person shall have the authority to place on the windshield of such parked vehicle a citation for violation of the parking limit, such citation shall be prima facie evidence that such vehicle had been parked at the location without movement exceeding the parking limit and shall be evidence of a violation of this section.
(c) It shall be the duty of the police officers or other City employees designated by the Mayor acting in accordance with this section to report:
(1) The location of the vehicle as to street, approximate street number and compass side of street or City parking lot number;
(2) The State license number of such vehicle;
(3) The time during which such vehicle is parked in violation of the provisions of this section and executive order;
(4) Any facts, a knowledge of which is necessary for a thorough understanding of the circumstances attending such violation.

(d) (1) Each owner or operator of a vehicle who receives a notice or notices of violation of parking limits established by this section and executive order shall, within seven days of the time of the violation, pay a fine of thirty-five dollars ($35.00) for each violation to the Municipal Court. The payment may be made to the Court or the Police Department. The failure of the owner or operator of a vehicle to make such payment for each violation within seven days from the time of such violation, shall render him subject to an additional fine of thirty-five ($35.00) for each overtime parking violation. (2) Any owner or operator of a vehicle who fails to pay such original fine and additional fine as prescribed in subsection (d)(1) hereof within thirty days of the time of violation shall be guilty of a minor misdemeanor, except that no more than eighty-five dollars ($85.00) may be suspended upon conviction.
(3) Any owner or operator may within the same time limitations in subsection (d)(1) hereof notify the Municipal Court or the Police Department designated as agent for the Court, of a plea of not guilty to the citation by giving name, address and telephone number and payment of the same fine prescribed by subsection (d)(1) hereof as bond for appearance at the date and time set for trial.
