351.16 PARKING WITHIN MARKED LINES.
   No person shall park a vehicle in any street or in any City owned off-street parking area in such a way that the vehicle's wheels shall not be entirely within the limits of the space so designated by marked lines. It may be a defense to a citation for violation of this area if at the time of parking or during the time of occupancy of the area, such parking lines were not visible because of accumulated snow. The existence of posts intended for parking meters shall not be regarded as a designation of the parking space where the paved surface has visible paint marked lines.
