(a) The City Administrator may authorize the designation of parking spaces at any location as reserved solely for the use of handicapped or disabled persons during such hours as the Administrator considers necessary.
(b) Any temporarily handicapped or disabled person may receive a temporary handicap parking permit from the City Administrator or his designate upon verification from a physician, on a form provided by the City, identifying such person as temporarily handicapped or disabled.
(c) The temporary handicapped parking permit shall be assigned to the individual and may be used in any vehicles in which the individual occupies. The permit is not assignable and shall not be used in a vehicle when the individual to whom the permit was issued is not an occupant.
(d) The temporary permit shall be issued for a time certain, not to exceed six months. Upon verification by a physician, the permit may be renewed.
(e) The permit issued by the City shall:
(1) Display the international sign for the handicapped;
(2) State the effective date of the permit and termination date;
(3) Contain the language "Temporary Handicapped Parking Permit" and "Issued by the City of Tiffin, Ohio";
(4) Shall be displayed in the rear or side window of the vehicle when the vehicle is parked in a reserved handicapped space.
(f) The temporary handicapped parking permit may be revoked by the City if it is shown that the permit was used in violation of this section.
(g) The City will honor temporary handicapped parking permits issued by any other municipality or state if it is easily verifiable that a displayed permit has been issued by the authority of another municipality. (Ord. 83-84. Passed 11-8-83.)
(h) Penalty. The owner or operator of any vehicle parked in a specially designated parking space reserved for handicapped or disabled persons, not bearing such identification issued by the City Administrator for temporary handicapped, the State of Ohio for permanently handicapped or as provided in subsection (g) hereof, shall be subject to a penalty of one hundred dollars ($100.00) for the first hour such parking occurs, and ten dollars ($10.00) for each additional hour between the issuance of first citation and issuance of subsequent citations as to the same parking violation. Payment and waiver shall be acceptable within seven days, and failure to pay and waive shall be treated as a minor misdemeanor, upon complaint.
