351.13 PARKING ON POSTED PRIVATE PROPERTY.
   No person shall stand or park a vehicle:
   (a)   On any private property in violation of any regulations set down by the owner, tenant or lessee of the private property, provided that the private property is posted in a conspicuous manner setting forth the prohibition of parking, or the conditions and regulations under which parking is permitted. Upon the separate oral or written complaint of the owner, tenant or lessee of such private property made on a case by case basis for each individual violation, a citation may be issued by a police officer, by placing same on the windshield of the vehicle, such citation to indicate the exact time of the issuance.
   (b)   Following the issuance of such a citation, each succeeding consecutive period of four hours, upon the separate oral or written complaint of the owner, tenant or lessee, shall be considered a separate offense. For any citation under the provisions of this section, there is hereby adopted the provisions of Section 351.02, which provides that the registered owner of such vehicle shall be prima facie liable for such unlawful parking.
   (c)   At the expiration of twelve hours from the time of an original citation, police officers are authorized to provide for the removal and impounding of such vehicle, and in such event, there is hereby adopted the provisions of the final paragraph of Section 303.08.
