(a) Entrance Examination. Notice of competitive entrance examinations and deadline to take the examination shall be given through multiple media sources including, but not limited to, the local newspapers, social media, email, radio, and any other medium useful for the delivery of information to the public. Notices shall appear not more than 60 days or less than thirty days prior to the closure of the examination.
(b) All applicants shall be citizens of the United States.
(c) Police Department Applicants. Applicants for examination for original appointment to the Police Department as a police officer shall satisfy the age limits for original appointment as set forth in Section 141.02 of Tiffin Codified Ordinances on or prior to the date of appointment. Applicants shall possess a high school diploma or GED and will present proof of such prior to testing. Applicants must have current Ohio Peace Officers Training Certificate to take the entry examination and will present proof of such prior to testing. Any candidate that is currently in an approved Ohio Police Officer Training Academy will be allowed to take the entry level test with a letter from their Academy Commander stating that they are a current enrolled student in the police academy and show a graduation date. Any such candidate, upon a passing entry exam grade and upon passing the physical agility test will be allowed to remain on the eligibility list with the understanding that they cannot be considered for hire until such time they graduate and provide proof of their current Ohio Police Officer Training Certificate. For purposes of the eligibility list they will be bypassed until such time as the above is completed. Such appointments shall be in accordance with other requirements as set forth in Ohio R.C. 124.41 and this chapter except that not more than sixty days prior to receiving an appointment the applicant shall pass a physical examination established by the City Administrator and administered by a licensed physician chosen by the City Administrator.
(d) Fire/Rescue Division Applicants.
(1) Applicants for examination for original appointment to the Fire Department as a firefighter shall have obtained the age of eighteen. Applicants shall possess a high school diploma or GED and will present proof of such prior to testing. Such appointments shall be in accordance with other requirements as set forth in Ohio RC. 124.42 and this chapter. Except that not more than sixty days prior to receiving an appointment the applicant shall pass a physical examination established by the City Administrator and administered by a licensed physician chosen by the Administrator.
(2) Effective 01/01/2017, Applicants for examination for Entrance Level Positions in the Fire Department shall possess the following certifications.
A. Ohio Professional Firefighter (240 hour)
B. Hazardous Materials Operations Level
C. Ohio Basic Emergency Medical Technician certification
(e) Credit for Military Service.
(1) When proof of an honorable discharge from the armed forces of the United States, or transfer to the reserve with evidence of satisfactory service is presented to the Commission and such ex-service man or woman being otherwise eligible has received a passing score of seventy percent (70%) or more in any regular entrance examination, he or she shall be granted additional credit of twenty percent (20%) of such score which shall be added to that score to determine the final grade.
(2) Military credit shall apply only to entrance level applicants.
(3) Requests for the additional credit for military service, together with an honorable discharge or other proof of satisfactory service, shall be submitted to the Commission with application for the examination. Credit for military service shall not be given if the request for such credit is received by the Commission after an eligible list for any examination has been established.
(f) Entrance Examination. Entrance examinations shall be practical in character and shall relate directly to those matters which shall fairly test the relative capacity of the person examined to discharge the particular duties of the position for which appointment is sought and shall, when appropriate, include tests of agility and ability recommended by the City Administrator as prescribed by the Commission. The Commission shall prescribe the subjects of each examination and the relative weights to be attached thereto, provided that any such determination must have been adopted prior to the date of such examination.
(g) Credit for State Certification.
(1) Ohio Paramedic Certification extra credit. Any candidate who has received a passing score of seventy percent (70%) or more in the entry level civil service fire examination shall be granted an additional credit of ten percent (10%) of such score which shall be added to that score to determine the final grade if the candidate, prior to taking the examination can show
proof of being a current certified State of Ohio Paramedic.
(2) Credit for state certification shall apply only to entrance level applicants, and shall be in addition to any credit given for military service. The maximum credit any applicant can receive is twenty percent (20%) for any combination of military and certification credit.
