(a) The Commission shall adopt rules and procedures concerning examinations in accordance with the general laws of Ohio and this chapter.
(b) Passing Score. Passing score on all written examinations shall be seventy percent (70%) of the possible correct answers.
(c) Inspection of Written Examination Papers.
(1) Prior to scoring, participants in a written examination may inspect the examination questions together with the rating key for the questions for a period of not more than five days after the date of examination, Saturdays, Sundays and holidays excluded. Any protest by a participant as to the questions asked or the rating key answers shall be filed in writing within the above five day period and shall contain detailed information and authority therefor. Immediately following this inspection period, the Commission shall carefully consider all objections and make such changes in the tentative rating key as are warranted after which the rating key adopted shall be used in the actual scoring of the examination papers. If the Commission finds an error in the rating key or answer, it shall publish a revised rating key within five days of its finding of such error or errors. The revised rating key or answer shall then be available to participants for a period of five days, exclusive of Saturdays, Sundays and holidays, subsequent to such determination of error or errors. The examination papers of each contestant shall be then scored. The Commissions shall then add any applicable credits to the score and each contestant shall be notified by mail as to his grade. The inspection of written examination papers can be waived, if all examinees prior to taking the written examination request said waiver in writing to the Commission.
(2) After notice of grade has been received, each participant shall have the right to inspect his written examination papers together with the rating key within five days of the postal date stamped on the mailed notice, e-mail, or verbal notification of his grade, Saturdays, Sundays and holidays excluded, and to inform himself as to the markings given to him on each subject or questions. Any protest as to the grading shall be filed in writing by the participant within the above five day period, Saturdays, Sundays and holidays excluded. The Commission shall then give consideration to all protests and make such changes as are warranted. The Commission shall then establish the eligible list and no grades given in any examination shall be changed after the posting of any eligible list.
(3) Protest of written examinations conducted by the National Testing Network must be received within five days of the closure of the application period, exclusive of Saturdays, Sundays and holidays, subsequent to such determination of error or errors. Protest must be submitted in writing and submitted to the City of Tiffin Civil Service Commission.
(d) Public Inspection. Papers, except recommendations of former employers, submitted by competitors in any examination shall be open to public inspection during office hours upon application to the Commission provided such application is made during the period in which persons whose names appear on the eligible list resulting from such examination are eligible for appointment.
(e) Examination Postponed. The examination, unless postponed, shall be held upon a date fixed by the Commission. Examinations may be postponed by order of the Commission, which order shall designate the reason therefor.
(f) Method of Scoring Written Examinations. The total number of questions shall be divided into 100 to determine the value of each question. This value multiplied by the number of correct answers shall determine the attained score.
For example: If the examination consisted of 120 questions, that number must be divided into 100, i.e. 100: 120 questions = .833 value. This value multiplied by the number of correctly answered questions would give the attained score.
(g) Age, Physical or Other Requirements. Any restriction for appointment from an eligible list as to age, physical or other requirements shall be made prior to and stated in the bulletin announcing the examination and no eligible list shall be so restricted unless it had been announced in the examination bulletin.
