The terms herein specified whenever used in the Rules and Regulations of the Municipal Civil Service Commission or in this chapter shall be construed as follows:
(a) "Commission" means the Municipal Civil Service Commission of the City of Tiffin, Ohio.
(b) "Civil Service" means and includes all officers and positions of trust or employment in the service of the City of Tiffin, Ohio, and the Tiffin City School District.
(c) "Unclassified service" includes those positions set forth in subsection (C)(2) of Section 7.04 of the City Charter.
(d) "Classified service" includes those positions designated by Section 7.04 (C)(1) of the City Charter.
(e) "Municipal service" means those positions in the classified service of the City.
(f) "School service" means those positions in the classified service of the City School District.
(g) "Position" when used by itself means any specific office, employment or job calling for the performance of certain duties, either full-time or part-time and for the exercise of certain responsibilities by one individual.
(h) "Appointing authority" means the officer having the power of appointment or removal from positions in the classified service.
(i) "Employee" means any person holding a position subject to appointment, removal, promotion or reduction by an appointing officer.
(j) "Score" means that percent of correct answers on a written and/or assessment examination.
(k) "Grade" when used in reference to testing means the score plus any applicable credits.
(l) "Provisional employee" means an employee filling a vacancy in the classified service who has not been certified.
