149.01 ADMINISTRATION.
   (a)   The Municipal Civil Service Commission of the City shall be composed of three persons who shall be appointed and serve in the manner provided for in Section 7.04 of the City Charter.
   (b)   The Commission shall administer and enforce the Civil Service laws of the State, the rules and regulations relative to the Civil Service Commission of the City and the ordinances of the City.
   (c)   The Commission shall elect, at the first regularly scheduled meeting of each year, one of its members as Chairman, one as Vice-Chairman and one as Secretary, to serve for a one year period.
   (d)   It shall be the duty of the Chairman to call such meetings of the Commission as are necessary to transact the business and affairs of the Commission, to preside at all meetings of the Commission, to sign the minutes of all actions taken by the Commission, and sign all warrants or orders for the payment of money from the accounts and funds of the Commission. The Chairman may on his own initiative, and shall, upon request of the other two members of the Commission, call a special meeting of the Commission to be held not later than ten days from the date of notice of such meeting. In the absence of the Chairman, the Vice-Chairman shall act as Chairman. Two members of the Commission shall constitute a quorum at any meeting of the Commission and it shall require the affirmative vote of at least two members to adopt any motion or resolution.
   (e)   The Secretary shall keep the minutes of all the meetings of the Commission; shall keep in the form of minutes a record of the official actions of the Commission; shall be at the office of the Commission during the prescribed hours that such office is open; shall accurately and properly keep all the records of the Commission; shall keep all files in proper order; shall prepare and deliver or cause to be delivered, notices and other communications ordered by the Commission; shall properly furnish appointing authorities with eligible lists; shall maintain an official roster; shall handle such correspondences as the Commission shall determine; shall, in conjunction with the Chairman, sign all warrants or orders for the payment of money on behalf of the Commission; and shall perform such other duties as may be required by the Commission.
   
   (f)   The Commission may elect to employ a suitable person to act as a clerical secretary for the Commission.
