125.01  ZONING ORDINANCE PROCEDURE.
   In conformity with the provisions of Charter Section 4.04 (A) through (C), and such provisions of Ohio R.C. 713.12, as may be applicable, the following procedural steps shall be taken:
   (a)   The President of Council, following the first reading of a zoning ordinance, shall set a date and time not sooner than fifteen days thereafter for public hearing and joint meeting with the Planning Commission for consideration of the ordinance, and shall immediately following such first reading supply a copy of the ordinance to the Planning Commission.
   (b)   If the area to be zoned or re-zoned contains fewer than ten parcels, the City Engineer shall supply to the Clerk of Council the names and addresses as shown on the County tax rolls of all owners of parcels of land within the described area or of land contiguous to the parcel, or of land across any street or highway abutting such land, including owners of land adjacent, contiguous or across a street or highway which lands may not be within the corporate boundaries of the City.
   (c)   The Engineer shall prepare and supply a simple map of the subject area entitled to notice with owners' names indicated, which can be photocopied for use by Council, Planning Commission or supplied to interested parties upon personal request on a single copy basis at the Engineer's office during regular hours, and available at the public hearing.
   (d)   The Clerk of Council shall cause notice of the public hearing to be published in a newspaper of general circulation one time, not less than seven days before the public hearing.
   (e)   The Clerk of Council shall supply by certified U.S. mail, return receipt requested, notice of the public hearing to each property owner provided on the list from the City Engineer described in subsection (b) hereof.  Failure of delivery of such notice shall not invalidate any procedures related to the ordinance.
   The President of Council shall preside at the public hearing, and shall have the authority to determine the standing of any members of the public to be heard, to limit the time of each person's presentation and to limit the number of times a member of the public may be recognized.  The President may also permit the Clerk of Council to make available to Council, the Planning Commission and the media any written communications relevant to the public hearing.
   Immediately upon adoption of a zoning ordinance, the City Engineer shall make such modifications on the zoning maps as result from the legislation.
