The Clerk of Council shall have the care and custody of all ordinances, resolutions, motions and all other business of Council and shall see that all copies in the hands of the officers and all such persons entitled to the same are promptly returned to the office of the Clerk on the expiration of their respective offices. He shall have the care and custody of all the papers and statues pertaining to the business of Council.
