(A) In each calendar month the Council shall hold at least two regular meetings, the time and place of which shall be prescribed by ordinance or resolution. A majority of all the members elected shall constitute a quorum to do business, but a lesser number may adjourn by majority vote from day to day and compel the attendance of absent members in such manner and under such penalties as may be prescribed by ordinance or resolution.
(B) Special meetings may be held on the call of the Mayor, the President of Council or three Council members, upon at least twenty-four hours advance written notice of the date, time, place and purpose of the special meeting delivered personally to each member of the Council and the Mayor or left at their last known places of residence in the City or delivered by an email addressed to each the member and the Mayor at their City email addresses.
