At the first Council meeting in January following a regular municipal election, Council shall organize itself and elect by a majority vote from its membership a President pro tempore. In addition, Council shall appoint a Clerk and any other employees it may deem necessary and fix their duties, salaries and bonds by ordinance. A Council member serving as President pro tempore shall not be deprived of any power and right of a voting member of Council.
