143.05 RATES FOR AMBULANCE SERVICE.
   (a)   The charges for ambulance service are hereby established in accordance with the following schedule:
      (1)   A base rate of seven hundred fifty and 00/100 dollars ($750.00) for providing basic life support (BLS) beginning with the loading of the patient into the ambulance and ending with the removal of the patient from the ambulance. This rate and all additional charges are to apply to each patient regardless of whether the ambulance carries or provides services to more than one patient at the same time.
      (2)   A base rate of one thousand and 00/100 dollars ($1,000.00) where the first level of advanced life support (ALS-1) is provided beginning with the loading of the patient into the ambulance and ending with the removal of the patient from the ambulance. This rate and all additional charges are to apply to each patient regardless of whether the ambulance carries or provides services to more than one patient at the same time.
      (3)   A base rate of one thousand five hundred and 00/100 dollars ($1,500.00) where the second level of advanced life support (ALS-2) service is provided beginning with the loading of the patient into the ambulance and ending with the removal of the patient from the ambulance. This rate and all additional charges are to apply to each patient regardless of whether the ambulance carries or provides services to more than one patient at the same time.
      (4)    An additional fee of fourteen and 29/100 dollars ($14.29) per mile shall be charged to each patient for each mile driven while the patient is aboard the ambulance.
      (5)   Each patient shall be charged fifteen dollars ($15.00) for each complete quarter hour during which the ambulance crew waits for a patient from the time the patient is removed from the ambulance until the time the patient is loaded into the ambulance during a round trip of similar consecutive services.
   (b)   Whenever the Fire Chief certifies to the City Administrator the uncollected charges for ambulance services remaining unpaid sixty (60) days after the first billing, the City Administrator may, at his/her option:
      (1)   Make lawful informal attempts to collect the charges from the responsible party with or without the assistance of the Director of Law;
      (2)   Place the account for collection with a collection agency or a private attorney on a contingency fee basis;
      (3)   Institute legal proceedings in the Municipal Court and pursue lawful proceedings in the aid of execution upon judgments rendered; or
      (4)   Settle the City's claim upon whatever terms he/she deems appropriate, including the acceptance of less than the total amount owed.
