(a) No person shall place or deposit any rubbish, stone, dirt, lumber, building or structural material or other material of any kind or description within five feet of any fire hydrant located upon or along any of the streets, alleys or public places of the City.
(b) No person shall excavate or remove any portion of the street, alley or public place within three feet of any fire hydrant without first securing from the City Administrator written permission to do so.
