All charges, costs and expenses arising out of or connected with the repair or demolition and removal of any premise or structure pursuant to this chapter shall be paid by the owner of the premises upon which any such premise or structure is situated, within thirty days after the repair or demolition and removal thereof as provided in this chapter and if not paid within such thirty day period, it shall be certified to the County Auditor, at which time the lien shall vest, and the Auditor shall place the same on the tax duplicate of the County with interest and penalties allowed by law and be collected as other taxes.
