1309.07 CLOSING OF VACANT STRUCTURES.
   If the structure is vacant and unsafe for human habitation and occupancy, and is not in danger of structural collapse, the Code Official is authorized to post a placard of condemnation on the premises and order the structure closed up so as not to be an attractive nuisance. Upon failure of the owner to sufficiently close up the premises within the time specified in the order, the Code Official may cause the premises to be closed through any available public agency or by contract or arrangement by private persons and the cost thereof shall be charged against the real estate upon which the structure is located and shall be a lien upon such real estate. The Code Official may also seek an order in a court of competent jurisdiction, as in a civil matter, against the owner of the property in violation, for reimbursement to the City for the costs incurred to remedy the violation. The boarding up of the windows will not be an acceptable method of closing vacant structures. Temporary boarding up of windows shall be allowed only by the written permission of the Code Official.
