In accordance with permissive statutes of the State of Ohio such situation shall constitute an emergency authorizing the commitment of funds not in excess of five thousand dollars ($5,000) to be charged to the General Fund of the City, and this section shall be construed in the same manner as an appropriation authorized by Council.
