(a) No person shall bring onto or carry upon or drink any alcoholic beverage in any City park.
(b) Subsection (a) hereof shall not apply to the following locations and conditions:
(1) Hedges-Boyer Park when the possession, sale or consumption of alcoholic beverages is permitted by written authorization from the City Administrator.
(c) The possession, sale or consumption of alcoholic beverages, when permitted by subsection (b), shall be in compliance with all applicable laws, and with any rules established by the City Administrator. Failure to comply with any laws or rules shall be sufficient grounds for immediate revocation of permit.
