935.03  HOURS WHEN PARKS ARE CLOSED.
   (a)     Except for Hedges-Boyer Park which shall be open twenty-four hours a day, no person shall loiter, loaf, remain in or congregate in any City park between 12:00 a.m. and 5:00 a.m., unless events scheduled and supervised by the Parks and Recreation Department or its authorized representatives shall continue beyond the hour of 12:00 a.m.  The parks shall be closed in accordance with this section one-half hour after the completion of such activities.
      
   (b)     No person shall camp at any time in any City park except in conjunction with an organization's event for which a permit is obtained by the organization from the City Administrator.  "Camp" or "Camping" means the utilization of any piece of equipment or nothing for sleeping in or upon, including, but not limited to, a sleeping bag, motor vehicle, trailer, tent, or tarp for the purpose of temporary or permanent outdoor living.
