908.01 PURPOSE AND POLICY.
   (a)    This chapter sets forth uniform requirements for discharges into the City wastewater collection and treatment system and enables the City to protect public health in conformity with all applicable local, State and Federal laws relating thereto.
   (b)    The objectives of this chapter are to:
      (1)    Prevent the introduction of pollutants into the City wastewater system which will interfere with the normal operation of the system or contaminate the resulting Municipal sludge;
      (2)    Prevent the introduction of pollutants into the City wastewater system which do not receive adequate treatment in the POTW and which will pass through the system into receiving waters or the atmosphere or otherwise be incompatible with the system;
      (3)    Improve the opportunity to recycle and reclaim wastewater and sludge from the system.
   (c)    This chapter provides for the regulation of discharges into the City wastewater system through the enforcement of administrative regulations. This chapter does not provide for the recovery of operations, maintenance or replacement costs of the POTW or the costs associated with the construction of collection and treatment systems used by industrial dischargers, in proportion to their use of the POTW, which are the subject of separate chapters.
