(a) High Strength Surcharges. In addition to the minimum charge and the commodity charge given below, any user discharging wastewater containing CBOD in excess of 250 mg/L, suspended solids in excess of 250 mg/L, COD in excess of 450 mg/L, NH3- N (nitrogen as ammonia) in excess of 20 mg/L, or P (total phosphorus) in excess of 25 mg/L shall pay the following additional charges:
Inside City Users.
CBOD (five day)- $.227 (22.7 cents) per pound in excess over 250 mg/L.
SS- $.178 (17.8 cents) per pound in excess over 250 mg/L.
COD - $.069 (6.9 cents) per pound in excess over 450 mg/L.
NH3-N- $2.69 per pound in excess over 20 mg/L.
P- $1.44 per pound in excess over 25 mg/L.
The higher calculated surcharge of either CBOD or COD shall be billed for each of the applicable industry, but not both.
Rates for outside of City users shall be billed at one and one-half times (1.5X) the rates stated in the paragraph immediately above. Sewer District 1 users' rates shall also be one and one-half times rates above, and so billed 1.5 times the rates above.

(b) When required by the Administrator, the owner of any property served by a sewer carrying industrial wastes shall install a suitable control manhole in the sewer to facilitate observation, sampling and measurement of the wastes. Such manholes, when required, shall be accessible and safely located, and shall be constructed with plans approved by the Administrator. The manhole shall be installed so as to be safe and accessible at all times.
(c) The Administrator, Pretreatment Coordinator and other duly authorized personnel of the City bearing proper credentials and identification shall be permitted to enter upon all properties for the purpose of inspections, observations, measurement, sampling and testing in accordance with the provisions of the sewer ordinances.
