The following measure shall be used to determine the sewage charges provided by Section 907.07 upon premises served by the sewer system.
(a) On premises using water exclusively supplied by the Ohio Cities Water Company of Tiffin, and having a water meter acceptable to the City Administrator, the quantity of water used as measured by the meter shall determine the sewer charge.
(b) On premises using water exclusively from sources other than the Ohio Cities Water Company, the service charge or rate shall be on a flat rate basis as provided for in Section 907.07.
(d) On commercial and industrial premises using water exclusively from sources other than the Ohio Cities Water Company, the firm and/or corporation may elect or the City may require the firm or corporation to install a water meter on the premises to measure the water exclusively used thereon from sources other than the Ohio Cities Water Company for the purposes of determining the sewer rental charge by the rate schedule as provided for in Section 907.07. In this case the firm or corporation shall submit an application to the Administrator together with a drawing or sketch of the proposed meter installation, and upon approval in writing by the Administrator, shall, at its own expense, purchase the water meter and make the installation. The Administrator shall cause an inspection to be made of the installation and upon its approval notify the billing office of the change to be made in billing procedures.
(e) In the event it can be shown to the satisfaction of the Administrator with respect to any premises, that a portion of the water from any source used thereon does not enter the system, then in each case the owner or other interested party may, at his own expense, install and maintain separate water meters where necessary so as to show to the satisfaction of the Administrator that only the portion of the water used which is discharged in the system, and that quantity of water so used, as measured by such meter or meters showing discharge into the system, shall determine the sewage charge thereon, at the rate provided herein.
(f) In the event it can be shown to the satisfaction of the City Administrator with respect to any premises, that water from any source on the premises does not enter the system due to an unusual and special circumstances involving water loss then the City Administrator shall have the discretion to reduce or waive sewer charges to the extent that in his or her opinion said water does not enter the sewer system.
