(a) Connections to the Market Street sewer between Elmer Street and U.S. Route 224 or the South Side Sewer along State Routes 100 and 231 (constructed by contract dated August, 1998) or the Harley-Huron area sewer constructed by Seneca County, Ohio by contract dated January 6, 2009 shall not be allowed without first obtaining a connection permit and depositing cash or certified check payable to the City into the City’s Sewer Improvement Fund for a special connection fee (SFC) in addition to any other applicable fee or charge required under Chapter 905. The SCF may be paid over ten years by an add-on to the sewer bill along with a one time 10% handling charge to be paid at the beginning of the 10-year period. The SCF shall be calculated as follows:

(b) Multiple use buildings shall be calculated by using 400 units once and then adding units for each use from the categories in subsection (a) above.
(c) In the case of any type not listed, the City Engineer shall determine the listed use above that best relates to the proposed use. The City Engineer shall then use the listed use to determine the SCF.
Any future buildings or additions constructed after obtaining the SCF permit shall require an additional SCF permit including payment of additional fees.
Any significant change in use that would have resulted in higher SCF fees shall require an updated SCF permit including payment of SCF fees. Credit will be issued for previous SCF fees. No refunds will be issued for building deletions or changes of use.
(d) (1) To determine the SCF for the West Market Street Sewer, the following assumptions were made:
585 acres (max. service area) ÷ 4 = 146 (number of acres expected to be served)
$667,700 (estimated construction cost without oversizing) ÷ 146 = $4573 per acre.
$4573 ÷ 2 = $2287 (base factor because a home is normally ½ acre or less)
$2287 ÷ 400 = 5.7175 which is the SCF per unit.
Units per day (from above chart) x 5.7175 = SCF.
(2) To determine the SCF for the South Side SR 100 Sewer, the following assumptions were made:
190 acres are expected to be served in the next 15 to 20 years.
$991,000 (estimated construction cost) ÷ 190 equals approximately $5216 per acre.
$5216 ÷ 2 = $2608 (base factor because a home is normally ½ acre or less)
2608 ÷ 400 equals 6.52 which is the SCF per unit.
Units per day (from above chart) x 6.52 = SCF.
(3) To determine the SCF for the South Side SR 231 Sewer, the following assumptions were made:
30 acres are expected to be served in the next 15 to 20 years.
$139,000 (estimated construction cost) ÷ 30 equals approximately $4633 per acre.
$4633 ÷ 2 = $2316.50 (base factor because a home is normally ½ acre or less)
$2316.50 ÷ 400 equals $5.79125 which is the SCF per unit.
Units per day (from above chart) x $5.79125 = SCF.
(4) To determine the SCF for the Harley-Huron area sewer, the following assumptions were made:
53 acres are to be served in the next 15 to 20 years.
$100,000 (City of Tiffin share of sewer project) cost ÷ 53 equals approximately $1,886.79 per acre. $1,886.79 ÷ 2 = $943.40 (base factor because a home is normally 1/2 acre or less) $943.40 ÷ 400 equals $2.3585 which is the SCF per unit. Units per day (from the above chart) x $2.3585 = SCF.
