(a) Before Excavating Street. At least twenty-four hours notice must be given at the City Engineer's office before any street or public way can be opened for the purpose of laying a sewer.
(b) To Inspect Work. After a permit has been issued, notice must in all cases be left at least twenty-four hours in advance at the City Engineer's office by the person who is about to make the connection with any sewer, stating the time when such work will be ready for inspection.
