(a) Street Numbers Required. The owners of all houses and buildings within the City shall cause street numbers to be placed upon the houses and buildings so owned by them in accordance with the schedule of "House and Business Street Numbers" on file with the City Engineer. Assignment of house and building street numbers shall be made by the City Engineer.

(b) Arrangement of Numbers. All building numbers are so arranged that all odd numbers shall fall on the left-hand side of all the streets and that even numbers shall fall on the right-hand side thereof. There shall be one number for each twenty feet linear measurement upon each side of the street.

(c) Noncompliance by Owner; City to Place Number. Upon failure on the part of the owner of any building to comply with the provisions of this chapter, the City Administrator shall place such numbers and charge the expense thereof to the property. Such expense shall be certified to the County Auditor and collected as taxes are collected.
