(a) Placing Obstructions in Streets and Sidewalks. No person shall keep or permit to remain upon any part of any street, alley, thoroughfare or sidewalk any box, barrel, wood, coal, rocks, logs or anything that obstructs, in whole or part, travel upon or use of any such streets, alleys, thoroughfares, or sidewalks, or, any part thereof, longer than a reasonable time in the transaction of business, loading or unloading to remove the same.

(b) Investigation by City Administrator. It shall be the duty of the City Administrator to investigate all obstructions, whether permanent or temporary, on the streets, alleys, sidewalks and public thoroughfares, when such obstructions are reported to him or come to his notice.

(c) Reports to be Made to Administrator. It shall be the duty of all officials and employees of the City to report promptly any obstruction of which they may have knowledge, or concerning which any knowledge is obtained, to the City Administrator.

(d) Awnings. All awnings shall be elevated at least eight feet, in the lowest part thereof, above the surface of the sidewalk.

(e) Whenever the City Administrator finds any obstruction placed or being placed on any street, alley, sidewalk or public thoroughfare within the City, the City Administrator, Engineering Department employees, and law enforcement officers are authorized to remove the obstruction that is placed in violation of Section 903.04(a).
