(a) The Finance Director shall collect a service fee of one hundred dollars ($100.00) at the time an application or petition is filed in which the City is asked to vacate any part of a dedicated street or alley, and shall then pay the service fee into the General Fund.

(b) The applicant or applicants requesting the vacation of any public land shall be required to pay and shall pay the fees and costs associated with publishing of all public legal notices, advertising the vacation request, and for the recordation of any documents establishing such vacation, prior to the third reading and approval of any vacation ordinance by Council.
(c) The Clerk of Council shall bill the applicant or applicants for all the fees and costs described in subsection (b) hereof, upon the first reading of any ordinance authorizing the vacation of public land. All fees must be paid in full prior to the third reading of the ordinance and such payment must be certified to Council by either the Clerk of Council or by the Finance Director.
(d) In the event that the application for vacation is submitted with defective surveys or drawings, the applicant or applicants for vacation shall be responsible for the necessary corrections to such surveys or drawings prior to introduction to Council as an ordinance. The City shall not make any corrections nor shall it assume the cost of any corrections to such surveys or drawings.
