902.01 PERMIT REQUIRED.

No person, other than the City Engineer or his authorized employees or agents, shall make any excavation of or opening in any street, alley, sidewalk or other public way unless a permit to make such excavation or opening has been obtained prior to commencement of the work, as herein provided.
