Every person engaged in the business of operating one or more taxicabs shall pay to the Director of Finance an annual license fee of ten dollars ($10.00) for the first taxicab, and five dollars ($5.00) for each additional taxicab operated by the same owner, and shall comply with all provisions of this chapter and any other ordinance pertaining to the regulation of taxicabs.
