(a) Each railroad operating within the City limits shall keep and maintain its track, where such track crosses Washington Street in the second ward of the City, so that is shall be not less than six and one-half feet in the clear above the top of the curbstone on the east side of Washington Street next to Railroad Street. The cost of maintaining the tunnel and sewer under the tracks at such crossing shall be equally divided among the companies owning the tracks.
(b) No railroad track shall hereafter be laid or constructed over Washington Street, within 200 feet of Railroad Street, unless a tunnel passage on Washington Street under such track be of the height, and be made, excavated and constructed in all respects to comply with and fulfill the requirements of the preceding paragraph.
(c) Whoever violates this section is guilty of a minor misdemeanor.
