(a) No person shall place a plastic bag used for the collection of trash, garbage or rubbish at any location on private or public property where such bag would be unprotected from damage and opening by animals, except as otherwise provided in this section.

(b) Containers used for the collection of trash, garbage or rubbish may be placed in unprotected locations on the boulevards or in the alleys of the City no more than eighteen hours prior to the regularly scheduled collection time established by trash and rubbish haulers licensed or franchised by the City, and must be removed from said unprotected locations no later than eighteen hours after the time the trash was picked up.

(c) No person shall place any garbage, trash, rubbish or other bulk item intended for disposal on the boulevards or alleys of the City more than eighteen hours prior to the regularly scheduled collection time established by licensed garbage and refuse haulers or franchised haulers of the City.
(d) Whoever violates this section is guilty of a minor misdemeanor.
