3-1-2: IMPROVEMENT OF SEWER DISTRICT:
   A.   Establish Account: Whenever a special improvement or sewer district is created by the City for the purpose of constructing sewers, improving the streets, alleys and highways of said district, or opening, changing or altering any streets, alleys and highways within the limits of said district, it shall be the duty of the City Clerk to open an account against the said improvement or sewer district so created, and said account shall be kept in a book provided for the purpose. In such account, the Clerk shall charge all cost and expense connected therewith, as prescribed in the resolution and ordinance creating said district; and the City Clerk shall issue, by direction of the City Council, special improvement district or sewer warrants of the kind and character described in the ordinances relating to the form thereof, and charging such account with said warrants, and the book of records shall state the date of such improvement district or sewer warrants, to whom issued and the amount thereof, to the end that the cost of and the purposes for which said improvement or sewer district is created, shall be at all times a matter of public record.
   B.   Warrants Redeemed: When such warrants shall have been redeemed and paid by the City Treasurer, as hereinafter provided, the respective accounts of said special improvement and sewer districts shall be properly credited with warrants so redeemed. (1977 Code § 3.04.020)
