(A) Upon the approval of the plans and specifications for fluoridation by the State Board of Health, such equipment and supplies shall be purchased and installed in the manner provided by state law.
(B) Thereupon, the fluoride compound shall be added to the public water supply in sufficient quantities to bring the total amount of fluoride tons present in the finished water to the optimum concentration recommended by the State Board of Health, but not exceeding one and one-half parts per million by weight.
