The town-owned utilities, consisting of a water, electric, and sewage utility, shall make monthly payments to the town in lieu of property taxes in an amount equal to one-twelfth the amount computed by multiplying one-third the book value of the property held by the respective utilities, times the prevailing and allowable tax rate as established for taxable property within the jurisdiction of the town.
