In order to assist the Council during budget planning, the Utility Service Board shall submit to the Council all proposed salary and wage increases for the coming year for all salaried employees, including hourly rate employees and supervisors, salaried or hourly, with such proposals submitted no later than the second meeting in May of the year prior to the effective increase.
