§ 31.91 ADVISORY PLAN COMMISSION.
   There is hereby established a Thorntown Advisory Plan Commission, pursuant to I.C.36-7-4-202. This Commission shall be known as Thorntown Advisory Plan Commission.
   (A)   Membership. The Thorntown Advisory Plan Commission shall consist of seven members, as follows:
      (1)   The Town Council of the Town of Thorntown, Indiana shall appoint three persons, who must be elected or appointed municipal officials or employees in the municipal government, as members.
      (2)   The Town Council President shall appoint four citizen members of whom no more than two may be of the same political patty. Each citizen member shall be appointed because of the member's knowledge and experience in community affairs, the member's awareness of the social, economic, agricultural and industrial problems of the area, and the member's interest in the development and integration of the area. A citizen member may not hold an elected office or any other appointed office in town, county or state government, except for membership on the Board of Zoning Appeals. A citizen member must meet one of the following requirements: (a) as required by I.C. 36-7-4-902; (b) the member must be a resident of the Town of Thorntown; or (c) the member must a resident of Boone County, Indiana and also an owner of real property located in whole or in part within the Town of Thorntown. At least a majority of the total number of citizen members appointed to the Thorntown Advisory Plan Commission shall be residents of the Town of Thorntown.
   (B)   Organization of Commission. The Town of Thorntown Advisory Plan Commission shall be organized pursuant to I.C. 36-7-4-300, et seq.
   (C)   Duties and powers of Commission. The duties and powers of the Thorntown Advisory Plan Commission shall be as illustrated in I.C. 36-7-4-400 et seq.
