§ 90.09 LIVESTOCK.
   (A)   It shall be a violation of this chapter for any person to possess or harbor any livestock, defined as any hooved animal, within the Town of Thorntown. A violation of this chapter shall subject the animal's owner to liability for a citation and a fine of $25 for each violation up to and including three violations within a calendar year. Any animal owner being cited for more than three violations of this chapter in any one calendar year shall be liable for a fine of up to $100 for any additional violations during that calendar year (unless otherwise stated in this chapter). Each day there exists a violation of this chapter is considered a separate violation.
   (B)   Grandfather clause. Animals owned or harbored and exceeding the ownership limits in this chapter at the time of passage of this chapter may be registered with the Town of Thorntown Clerk/Treasurer's Office within 120 days of passage of this chapter to be exempted from the ownership restriction affecting them. Animals owned or harbored in excess of the ownership restrictions herein and not registered within this time frame will not be considered exempt.
