3-2-9-1: RETAIL LICENSES:
   A.   A retail liquor license is the authority under which a licensee is permitted to sell alcoholic liquor or malt beverages for use or consumption but not for resale, except as otherwise provided for by Wyoming Statutes section 12-4-201.
   B.   Retail liquor establishments offering premixed alcoholic drinks or “slushies” shall be permitted. A “slushy” or other premixed alcoholic drink that is to be removed from the premises for consumption shall be securely sealed by the licensee or an agent of the licensee and placed in a tamperproof transparent bag, which shall also be securely sealed prior to removal from the premises, so that it is visibly apparent that it has not been tampered with. A slushy which is resealed in accordance with the provisions of this section shall not be deemed an open container under this chapter.
