All licenses issued pursuant to this chapter, and all use, possession, sales and purchases of alcoholic beverages shall be subject to all requirements, regulations and limitations prescribed by the laws of the State relating to alcoholic beverages, specifically Wyoming Statutes chapters 1, 2, 4, 5, 6 and 7 of title 12, and are adopted by reference and amendments thereto, except as is otherwise expressly set forth in this chapter. If this chapter is silent, then State Statute is applicable. If there is a conflict between the State Statute and this chapter, then the stricter will apply. The catchlines of the sections of this chapter, are intended as mere catchwords to indicate the contents of the sections, and shall not be deemed or taken to be titles of such sections, nor as any part of any section, nor, unless expressly so provided, shall they be so deemed when any section, including its catchline, is reference to a State Statute.
