Any person who drives any motor vehicle on any street or public property, or upon any private property within this Municipality in a careless and imprudent manner, without due regard for road and traffic conditions or the safety or persons or property is guilty of careless driving. The offense of careless driving shall be deemed to be a lessor included offense in the offense of reckless driving.
