In all contested cases conducted in accordance with the rules of practice and procedure set forth in this chapter, the subject of which is licensing, the decision of the agency before which the proceeding is initiated shall be final and shall not be subject to review or rehearing by such agency. Subsequent petitions requesting the same or similar relief shall not be accepted by the City Clerk or considered by an agency subject to these rules for a period of twelve (12) months following the entry of the decision of the agency before which the original proceeding was initiated.
