When a proceeding is instituted by the filing of a petition as provided in this chapter, the City Clerk shall assign it a number and enter it with the date of its filing on a separate page of a docket provided for that purpose. The City Clerk shall keep separate dockets for a governing body of the Municipality and each agency of the Municipality and shall establish a separate file for each docketed case, in which shall be placed pleadings, documents, papers, transcripts, evidence and exhibits pertaining thereto; and all such items shall have noted thereon the docket number assigned and the date of filing. There shall be a filing fee in the amount of ten dollars ($10.00) which shall be paid to the City Clerk at the time of filing of the verified petition.
