All contested cases to which the rules of practice and procedure set forth in this chapter apply shall be initiated either by the governing body of the Municipality, the particular rule making agency of the Municipality or by a contestee, upon a written verified petition which shall allege the acts or omissions by which the contestee is aggrieved or adversely affected. The petition shall be filed within ten (10) days of the act or omission from which the petitioner is aggrieved or adversely affected.
