11-5-1: APPLICABILITY:
General subdivision requirements shall apply to subdivisions that:
   A.   Create three or more lots.
   B.   May or may not conform to existing zoning.
   C.   May require the construction of new municipal streets, extension of municipal water, wastewater, and storm management systems, or the development of other public improvements.
