No person except a licensed plumber, or a contractor who is authorized, in writing, by the Water Superintendent, shall tap or connect onto any water pipes belonging to the Town. Any damage to a Town water pipe that is caused by a person performing a tap shall be repaired at the expense of the person performing the tap. No street shall be opened or water pipe tapped or service pipe laid unless the Water Superintendent has been notified in advance of such action. All work pertaining to the connection onto the Town water system shall be done in accordance with the directions of the Water Superintendent. No excavation related to connection onto the water system shall be filled in until the work has been inspected and approved by the Water Superintendent.
