If the Town Clerk determines that the application is complete, the Town Clerk shall issue a permit for connection to the Town water system. When connection has been completed in compliance with the provisions of this chapter, the superintendent or owner shall provide the information regarding the connection as specified on the permit and shall return the permit to the Town Clerk within twenty four (24) hours after the completion of the connections. All such completed permits shall be kept on file in the Office of the Town Clerk.
