7-2-1: ADOPTION OF STANDARDS:
The following standards are hereby adopted for the repair and/or restoration of streets, roadways, driveways and other property within the Town, which has been damaged by the installation of utilities or other authorized activities:
   A.   Trenching: The following standards shall apply to trenching or other excavation under asphalt pavement:
      1.   Prior to any construction activities, asphalt shall be saw cut at least one foot (1') wider than the proposed trench or other excavation. The one foot (1') cut shall be made on each side, to form a “T-Cap” on the top of the excavation. All pipelines shall be “bedded” and “shaded” with 1" minus granular material in accordance with Wyoming DEQ standards. After the completion of the construction activities, backfill shall be placed in eight inch (8") lifts. Compaction shall be at least ninety five percent (95%) of the laboratory density as determined by AASHTO Method T-91. Material shall be properly moistened or dried to the optimum moisture content to ensure proper compaction. The backfill material may be native, but no rock larger that six inches (6") in diameter shall be allowed back into the trench.
      2.   The top eight inch (8") lift shall be imported aggregate base course material meeting WDOT standard graduation “W”. It shall be compacted to ninety five percent (95%) of its maximum density.
      3.   If a crossing of a Town street or roadway is required in order to connect to a utility or for any other reason, boring underneath the street or roadway shall be required. The only exception will be if boring is not feasible as determined by the governing body of the Town.
      4.   Prior to replacement of asphalt, a six inch (6") thickness of concrete shall be placed above the disturbed area. Asphalt shall then be replaced at a compacted two inch (2") thickness or the equivalent thickness of the existing asphalt, whichever is greater. Asphalt design mixture shall conform with the most current WYDOT standard for flexible pavement (1/2-inch minus aggregate size).
      5.   As an alternative to a “T-Cap”, the trench may be backfilled above the pipe bedding material with “flowable backfill” up to the bottom elevation of the pavement. Flowable backfill shall be fifty (50) to one hundred fifty (150) psi max meeting the most current WYDOT mix design.
   B.   Conformance Exception: The trenches or other excavations under gravel streets, roadways or driveways shall conform to the provisions of subsection A of this section, except for the provisions pertaining to asphalt replacement.
   C.   Outside Of Roadways: Trenches or other excavation outside of roadways shall conform to the following standards:
      1.   After completion of construction activities, backfill shall be placed in eighteen inch (18") lifts and compacted to a minimum of eighty five percent (85%) of the laboratory density determined by AASTO Method T-91. Material shall be properly moistened or dried to optimum moisture content to ensure proper compaction. The backfill material may be native material, but no rock larger than ten inches (10") shall be allowed back into the trench or excavation.
   D.   Approval Required Prior To Covering: No excavation project or activity performed within the Town which affects Town streets, roadways or driveways shall be covered over until authorized personnel from the Town have completed an on site inspection and given approval of the work.
   E.   Repairs, Restoration: After backfilling activities have been completed along right-of-ways, the party responsible shall thoroughly clean up and remove all items and/or materials remaining as a result of the work. All fences, culverts, lawns and other improvements which are damaged as a result of the work, shall be repaired and restored to their original condition by the party causing the damage.
   F.   Time Limit For Repair, Restoration: The repair and restoration work on each and every project shall be done immediately following completion of the project, on a continual basis. Maximum time for repairing and/or restoring the disturbed area shall be fifteen (15) days, unless additional time is allowed by the governing body of the Town.
   G.   Guarantee, Maintenance: It shall be the duty of the permittee to guarantee and maintain the site of the excavation work in the same condition it was prior to the excavation for two (2) years after restoring it to its original condition.
