§ 52.45 SYSTEM DISTURBANCES.
   Disturbances to the utility’s facilities shall be minimized to the greatest extent possible. These disturbances shall include but not be limited to lagging or leading power factors, unacceptable voltage regulation, voltage flicker and harmonics.
