5-2-5: COMMAND AT FIRES:
   A.   Fire Chief: The chief of the fire department, or the officer having charge in his place, shall have sole and absolute control and command over all other members of the fire department and all other persons present at fires, and the movement of all persons or property within the streets in any area threatened by fire. (1976 Code § 2.24.050)
   B.   First Member Or Officer On Scene: The firefighter or officer of the fire department who first arrives at a fire shall be the officer in command until the chief or assistant chief of the fire department arrives. (1976 Code § 2.24.060)
