Any person receiving a franchise under the terms of this chapter shall accomplish significant construction within one year from grant of franchise, and shall thereafter equitably and reasonably extend energized trunk cable within the franchise area as provided in the construction schedule set forth in the application for a franchise. Extensions of any system within the franchise area shall be made by the franchise in accord with the policy set forth in the application for a franchise. (1976 Code § 5.45.200)
